The best burger in Quebec City is at Chez Victor, the local chain whose slogan has been “Le meilleur burger depuis 1991” (“the best burger since 1991”) for decades. Second is Le Chic Shack, right across from the Château Frontenac. Third is Chouchou, the smash burger counter that opened in Limoilou in May 2026. The rest of my top 10: Mlle Inès, Holy Burgers, Au Petit Chalet, La Bûchette, Les Trois Garçons, Diner Saint-Sauveur and Le Flashbourg. Where menus publish prices, a burger costs C$12 to C$28. I checked every address, price and opening status on October 8, 2026.

How I ranked Quebec City’s burger restaurants
This ranking is built on the public record, not on one lucky meal. I started with the Quebec region results of Burger Week (La Semaine du burger) from 2023 to 2025, as published by Le Soleil and Noovo Moi. Then I layered in reviews from Tastet and The Infatuation, official menus with dated prices, and RestoQuébec ratings with their review counts. Every restaurant had to be open on October 8, 2026, according to its own website or the Québec Cité tourism office listing.
Only restaurants in Quebec City proper made the cut. Lévis and the suburbs are out. So is OMG Resto, the burger place in a former church that turns up on so many English-language “best burgers in Quebec City” lists. It is at 40, boulevard Jacques-Cartier Sud in Sherbrooke, about 240 km away. The same lists credit Chez Victor with a venison burger with red-wine pears and rosemary. That burger is not on the current menu, so you won’t find it below.
1. Chez Victor: Quebec City’s burger institution
Chez Victor tops my list because no one else in town combines its menu range, its awards and its staying power. Ask a local where to get a burger and this is usually the first name you hear.
Go to the original, at 145, rue Saint-Jean, Québec, QC G1R 1N4, in Saint-Jean-Baptiste. It has 76 seats and a terrace. Doors open at 11:30 a.m. Monday to Saturday. Closing time is 9 p.m. Monday to Wednesday, 9:30 p.m. on Thursday and 10 p.m. on Friday and Saturday. Sunday hours are 4 to 9 p.m. Phone: 418-529-7702. Near the Old Port, there is a second location at 300, rue Saint-Paul.

Order La Bête (C$25.50): aged beef from La Bête, old cheddar and a tangle of fried shoestring potatoes. For something you won’t find back home, Le Wapiti du Guerrier (C$28) stacks elk, brie and an apple-and-onion confit made with spruce. Vegans get the Veganator (C$21.50), a seitan patty with vegan cheddar and vegan bacon. Le Minimaliste (C$19) is for purists.
The trophy shelf backs up the slogan. According to its official site, Chez Victor won Burger Week 2019 with Le Verguez, a plant-based patty with merguez spices, and Poutine Week the same year with Gnocchi’ds on the Block. Daily Hive reported that it placed 40th in Big 7 Travel’s “50 Best Burgers in the World 2022.” In 2025, Le Soleil listed its Forêt noire burger among the Burger Week jury’s picks. Why does it beat Le Chic Shack? A deeper menu and a longer record. Website: chezvictorburger.com.
2. Le Chic Shack: the best burger in Old Quebec, facing the Château Frontenac
If you’re standing in front of the Château Frontenac and want a burger, cross Place d’Armes to Le Chic Shack. Nothing in Old Quebec beats it for location.
The address is 15, rue du Fort, Québec, QC G1R 3W9: 56 seats, a terrace, open every day from 8 a.m. to 9 p.m. Phone: 418-692-1485. Its official website says Lucy and Evan Price, co-owners of the Auberge Saint-Antoine, opened it in 2012.

The house burger, Le Chic (C$18), comes with beef, maple-smoked bacon, local cheddar and Chic sauce. Le Robuste (C$25) swaps in a bison patty with sautéed mushrooms, blue cheese and black garlic mayo. Le Jardin (C$18) is a vegetarian patty made from pumpkin seeds. At C$12, Le Chiquito is the cheapest burger in this guide. The meat is Canadian, and the brioche buns come from the artisan bakery Borderon et Fils. That sourcing is why I rank a tourist-square address this high. Want to bake that kind of bun yourself? My colleague Clara has a homemade brioche burger buns recipe. Website: lechicshack.ca.

3. Chouchou: the new smash burger in Limoilou
Chouchou is the most exciting burger opening in Quebec City in 2026. It opened in Limoilou on May 9, 2026, serving smash burgers and Japanese sandos.
It is at 400, 3e Avenue, Québec, QC G1L 2W1, in the former Les Colocs space. Some listings say 1201, 3e Avenue. They are wrong. Owner Frédéric Samson hired William Martineau as chef, with help from Thomas Barry of La Planque.

The sourcing is the story here. Élise Tastet reported on June 20, 2026 that the patties come from a Highland × Wagyu Angus cross raised in Saint-Édouard-de-Lotbinière and supplied by Boucherie Croc-Mignon. The potato-starch bun was developed with Pascal le Boulanger. In its August 27, 2026 review, The Infatuation points you to the medium Chouchou with bacon jam. Five months in, it has no awards yet. That is the only reason it sits third and not higher. Chouchou has not published its prices online, so check the board on site.
4. Mlle Inès, L’Atelier du hamburger: the Sainte-Foy pick
Mlle Inès has the best recent Burger Week record of any Quebec City restaurant: 2nd in the Quebec region in 2025, 4th locally in 2024.
Don’t expect a dining room. This is a counter at 990, route de l’Église, Québec, QC G1V 3V5, inside the District food hall. Phone: 418-425-0203. Its 2025 runner-up was the Tartiflette québécoise, as Francis Higgins reported in Le Soleil on September 12, 2025. On RestoQuébec it scores 4.7/5 from 399 reviews (checked October 8, 2026). No other restaurant in this guide rates that high on so many reviews. I couldn’t find an official website, so go by its RestoQuébec listing.
5. Holy Burgers: where the smash burger in Quebec City started
Holy Burgers holds Quebec City’s most recent published Burger Week title: its Power Burger won the Quebec region in 2025.
It also got there first. When the original location opened on April 4, 2022, at 2360, chemin Sainte-Foy, Le Soleil ran a headline saying the smash burger wave had reached Quebec. Order the Sterling: two smashed patties, fried onions, provolone, bacon and BBQ sauce. Le Soleil also lists locations at La Pyramide in Sainte-Foy, Galeries de la Capitale and the Halte-Bouffe Bouvier. I couldn’t confirm that the Power Burger is still on the menu. Without it, I’d still put Holy Burgers in the top five, but not above Mlle Inès.

The method is the same crisp-edged smash I describe in my piece on Junk, the Paris smash burger spot. To try it at home, Julia’s ShackBurger copycat recipe walks through the smash step by step.
6. Au Petit Chalet: brunch by day, award-winning burgers at night
Au Petit Chalet serves breakfast all day and burgers at night, and it has two Burger Week results to show for it. Its Mr. Vendetta made Canada’s top 5 in 2023. Its Smash gaufré came 3rd in the Quebec region in 2025.
Noovo Moi (September 25, 2023) described the Mr. Vendetta: a buttered brioche bun, two smashed patties, Perron cheese, turkey bacon, a bacon-cranberry jam and Cholula mayo. I couldn’t confirm that either winner is still on the menu in October 2026. Ask when you sit down.
There are three locations: 680, Grande Allée Est, G1R 2K5 (Montcalm); 1326, avenue Maguire, G1T 1Z3 (Sillery); and 840, rue Bouvier, G2J 1A3. I found no official website, so use the Québec Cité listing.
7. La Bûchette: a wagyu burger and late hours in Old Quebec
La Bûchette is the Old Quebec burger spot that stays open latest: until 10:30 p.m. every day, the latest closing among the restaurants in this guide whose hours I could confirm. Its wagyu burger won a jury prize at Burger Week 2024 (Le Soleil, September 16, 2024).
This Québécois buvette is at 24, rue Sainte-Anne, Québec, QC G1R 3X3, inside the Auberge Place d’Armes, a two-minute walk from Le Chic Shack. It has 60 seats and a terrace, and it is open from 8 a.m. to 10:30 p.m. Phone: 418-694-3887. Budget C$25 to C$50 per person. I couldn’t confirm the wagyu burger’s current name or price, and its only official online presence is a Facebook page.
8. Les Trois Garçons: a burger bistro inside the walls
Les Trois Garçons is the largest burger restaurant in Old Quebec. With 120 seats and a terrace, it is my pick for a group inside the walls.
Julien Hamel, Francis Gauthier and Jean-Philippe Letellier founded it in 2018 and call it a burger bistro “between Paris and New York.” It is at 1084, rue Saint-Jean, Québec, QC G1R 1S4. Phone: 418-692-3900. Customer reviews from February 2026 confirm it is still open. It ranks eighth because no jury or critic has singled out one of its burgers. Details are on its Bonjour Québec listing.
9. Diner Saint-Sauveur: a retro diner burger on a budget
Diner Saint-Sauveur is the budget pick. Tastet’s guide to eating well on a budget in Quebec City recommends its Diner Burger, with fried onions and bacon.
Éric Lemay, Philippe Blouin and Nicolas Tremblay opened it in August 2018 at 450, rue Saint-Vallier Ouest, Québec, QC G1K 1K8: 33 seats, pink-and-mint retro decor. Phone: 581-741-4090. Even Tastet’s review praises the comfort food more than the burgers. Come for the room and the bill. I couldn’t confirm 2026 prices or hours.
10. Le Flashbourg: a casse-croûte burger in Charlesbourg
Le Flashbourg is the readers’ pick: a classic Quebec casse-croûte (snack bar) with one of the biggest review counts in the city. It has more than 1,200 Google reviews and 4.4/5 on 198 RestoQuébec reviews.
Find it at 21 231, boulevard Henri-Bourassa, Québec, QC G2N 1R4, in Charlesbourg, open every day from 10 a.m. to 8 p.m. It is here on reader ratings alone. I couldn’t confirm a signature burger, a price or an opening year. Website: flashbourg.com.
Burger Week in Quebec City: winners from 2023 to 2025
Holy Burgers won the Quebec region at Burger Week 2025, ahead of Mlle Inès and Au Petit Chalet. The national title that year went to Patty Slaps in Montreal, for the Big Jang.
2024 was the city’s best year. Le Soleil reported that La Maison de la fumée BBQ Québec tied for first in Canada with a cheese bacon brisket burger, whose patty is made from brisket smoked for 12 hours. The paper had to correct its ranking after the results were sent out with an error. I left this restaurant out of my top 10: it operates seasonally, and I couldn’t confirm it is running in 2026.
The 15th Burger Week ran from September 1 to 7, 2026, with 160 participating restaurants across Quebec province, more than 90 of them in Montreal. According to La Métropole, the prize is C$2,000, split evenly between the winning restaurant and Food Banks Canada. On October 8, 2026, no 2026 results had been published for the Quebec City region.
How much does a burger cost in Quebec City?
A burger costs C$12 to C$28 at the best burger restaurants in Quebec City, based on the menus I checked on October 8, 2026. The cheapest is Le Chiquito at Le Chic Shack (C$12). The most expensive is Le Wapiti du Guerrier at Chez Victor (C$28). Most signature burgers fall between C$18 and C$25.50. Menu prices exclude the federal GST and Quebec’s QST, and tipping is expected, so budget for more at the till. For a fast-food comparison, read our report on the 2026 burger value wars.
